TO: ALL US CONGRESS AND GOVERNORS IN THE UNITED STATES

RE: Do your constituents know you approve of the Socialist Agenda of Torture (ULTRA program), putting people on a kill list and microwaving innocent civilians? That is what is happening in your state right now by the federal government and its agencies-Agenda 30.

The torture program called ULTRA[1] is a secret kill list, operated by the FBI under the DOJ, and other federal government agencies (InfraGard and COPS), which is being carried out in every state in the US, including yours. The program is incompatible with the US Constitution and with every state constitution in this union. It is your responsibility within your state to stop this secret slaughter, even if it means opposing the federal government. They have no right to torture or kill citizens in your state.

The Americans selected for this community of persons, Targeted Individuals (“TIs”) assigned to the ULTRA program, have all been processed through the Foreign Intelligence Surveillance Court (“FISC”) which was created to serve the purposes of the FISA Act.[2] TI’s are Americans and have been deliberately placed in the program, not “inadvertently swept up in batch searches,” as the FBI claims. Selecting Targets has nothing to do with anything foreign at all. Targets don’t know or associate with any known terrorists. They are just ordinary persons, teachers, lawyers, preachers, truck drivers, veterans, artists and others redefined by the government agencies as terrorists to serve their purposes. They may never have left the United States nor have known any foreigner or anyone from overseas. They may have never committed a crime, never been indicted, never been adjudicated nor have never served time in a correctional institution. So why are TI’s put on a Terrorist Watch List, a Kill List, implanted, tortured and killed with no way out?

Why are Targets being processed through the FISC?[3] The Intelligence agencies want to make their activities appear “legal.” The persons selected to be Targets and put on the Kill List are identified and defined as Targeted Individuals in a series of transfers of their identities by law enforcement, the NSA and the FBI and possibly other intelligence agencies, to the FISC. It is in this SECRET court in which Targets are officially adjudged to be worthy of having every second of their lives surveilled, of being implanted with the WBAN, being struck with microwave every day, being stalked, used for medical experiments and clinical trials and have their lives decomposed until death. This is the same as Zersetzung.[4]

Targeted Individuals are in a position much like the Jews in a concentration camp. The authorities are remotely in charge of what they can and can’t do, however, in addition to what the authorities did to the Jews, today they have new directed energy weapons to burn Targets to death. No ovens needed. All they need are lies to cover up what the police, Homeland Security, InfraGard, the NSA, the Fusion Centers, the FBI, InfraGard and the FISC are doing. The FISC needs to release all its records on Americans and it will show that EVERY AMERICAN TARGETED INDIVIDUAL has been passed through the FOREIGN Surveillance Court.

THEY ARE IMPLANTED WITH A WBAN WHICH HAS A MAC ADDRESS (JUST LIKE A COMPUTER)[5] WITH A NIC (Network Interface Controller) SPECIFIC PORTION UNIQUE TO EACH NETWORK DEVICE. TARGETS ARE TRACKED, NUMBERED AND CATALOGUED JUST LIKE JEWS IN A CONCENTRATION CAMP. MULTIPLE HANDLERS AND STALKERS ARE GIVEN ACCESS TO EITHER THEIR “CASE TORTURE PLAN,” THEIR PRIVATE TORTURE NUMBERS OR CODES, RECORDS OF TORTURE AND DEGREES OF SUCCESS IN THEIR TORTURE. TARGETS ARE ELECTRONIC SLAVES. THEIR BRAINS, NERVES, MUSCLES, ARMS AND LEGS ARE CONTROLLED BY A REMOTE HANDLER. THEY ARE TAGGED AND WATCHED LIKE ANIMALS, ALTHOUGH THEY HAVE NOT BEEN ACCUSED OF ANY CRIME. COLLABORATORS THINK THIS IS OKAY TO ACHIEVE 2030 AGENDA GOALS? No its not!

Who are the Targets of the FBI, the FISA court and InfraGard? They are witnesses of crimes by authorities. They refused to become part of a drug cartel. They are whistle-blowers. They are women who refused to perform sex acts for police or sheriffs. They are inventors whose inventions are so unique they would disrupt present technology norms. They witnessed police operating and protecting a drug cartel and stealing vehicles. They are elderly persons who have significant assets which the authorities want to steal. There are many reasons and each Target has a different but connected story. They are placed on the Kill List for somewhat the same reason that the 12 scientists who are missing or dead were put on a Kill List. They knew something important the government wanted kept secret.[6] Amy Eskridge (at left) died June 11, 2022, in Huntsville, Alabama, at the age of 34, according to obituary records.[7] She was a super intelligent young woman who had a whole life to live and she was robbed of it. She was threatened by the government many times against publishing her anti-gravity research. Her death has been reported as a self-inflicted gunshot, but she had previously sent texts to friends that someone wanted to kill her,[8] her life was in danger and that she would never kill herself.[9] This is the same story we hear about Targeted Individuals. There is no legitimate reason for any human being to be put into a torture/kill program, but yet it is happening. Anyone with special knowledge like scientists and astronomers with special skills, politicians who have adversaries, naturopaths, who take money out of the hands of the medical mafia, witnesses at the Las Vegas mass shooting, they are disappearing and every intelligent person knows their deaths were not natural. Their killers are killing innocent people, Targeted Individuals included.[10] This country is broken because if you speaks up, you get punished--killed. We need legislators and governors to speak up and tell the truth about what is happening to save the innocent people under your care.

Why are Targeted Individuals attacked? Targets have to be punished for being witnesses to crime or refusing to join law enforcement in crimes. Women are being trafficked, bodily modified or mutilated, depending on their ability to be trafficked. They are implanted with tracking devices, V2K devices, Brain Computer Interfaces (“BCI’s”), the Wireless Body Area Network (“WBAN”) as well as the nanotechnology which grows into the brain over time, creating an electromagnetic responsive brain-computer interface which can be remotely accessed to communicate a person’s thoughts digitally.[11] Some of this material was injected into people during Covid as part of a vaccine. Graphene was a large part of the vaccine as stated by Dr. P. Campra, “Microstructures In Covid Vaccines: ¿inorganic crystals or Wireless Nanosensors Network?©Dr. Campra 2021” for the purpose of preparing everyone for being connected to the internet for mind control.[12]

Target’s brains and bodies are connected to the internet. Brain–computer interfaces (BCIs) provide an interconnected pathway between the human brain and external devices. BCIs connect the brain to external devices by capturing neural signals, allowing for control of computers or robotic limbs without physical movement. While primarily developed for restoring functions in patients with neurological conditions or injuries, BCIs also pose ethical challenges, including privacy concerns, potential for cognitive enhancement, and concerns about mental manipulation.[13] BCI’s act as a translation layer decoding neural signals to control digital systems and using electrical stimulation to write information back to the brain. This is called stimulation rather than “uploading,” and it works by sending tiny electrical pulses to specific brain areas. This stimulation technology is already used medically to treat, for example, Parkinson's disease, or to assist with motor control. Sensors either in the scalp or implanted in the brain pick up neural signals, which are then decoded by software and turned into commands like moving a cursor, typing text, or controlling a robotic arm. Deep brain stimulation with implanted electrodes can help regulate mood or be used to influence a person’s mind, their rational decision making, responses and dreams. In Targeted Individuals, the BCI’s were implanted without consent and are used to control their arms and legs, as if they were robots. It’s as if there were no Constitution at all.[14]

Left is the leg of a TI with multiple surgical scars. Targets are used for medical experiments and clinical trials of implants so the digital connection using phones or computers gives the scientists studying them real-time data on their condition.[15] They put a program on the TI’s phone that records bodily functions. Targets are victims of secret operations of which they have no memory. Targets have multiple scars and they have no idea how they got there. Many operations and burns happen while a person is in their own bed. When they wake up, they have no recollection of what happened to them. The injuries on our Home Page and on the Injuries Page are all genuine Targeted Individual injuries from microwave, laser or unknown directed energy weapons. They are only a few injuries seen on the outside. Microwave causes injuries on the inside that you can’t see like diabetes from leaking magnesium, destruction of soft tissue and connective tissue from heat, kidney and liver damage from implants vibrating in these organs, hip, knee and ankle damage from continued stimulation, vibrating and heating. Over time, implants may cause cancer. Many TI’s have been disabled.

Target’s homes and vehicles are embedded with tracking and surveillance equipment, including devices which can see through walls using various types of radar. Targets have no privacy. They are observed in their homes eating, sleeping, having sex, bathing and eliminating at all times. They are remote neural monitored. Their brain waves are recorded. They are psychologically manipulated. Targets have implants in their eyes and their handler records what they looking at. Targets have two-way radios in their ears so everything they hear, their handler hears and records. Targets are V2K’d. This is one of the very nastiest things you can do to a human being, make them listen to people talking or loud metal scraping sounds that cause sleep deprivation. Targets who have V2K are made to hear voices talk about what they are doing at the moment, threats of violence or intimate things. Targets are burned with lasers and directed energy weapons. They have magnetrons put in their attic or near their home to shower them with microwaves. Their implants are stimulated incessantly. No radiologist will talk about implants to help a Target. That means the FBI and InfraGard has gotten to them with their threats. No surgeon will agree to remove implants. This means the FBI and InfraGard has threatened them. This program is so secret no one can talk about it, admit they know about it or help a Target lessen their suffering.

If the Target complains, they are baselessly arrested for a free mental health exam, sometimes violently, taken to a mental health facility, told they are imagining their experience and forcibly drugged. There are psychiatric drugs which can actually cause brain damage,[16] but this is part of the routine, not a one-off. Sometimes they are told they must take drugs if they want to leave. This gives them a mental health record which damages the credibility of their testimony.[17] If they weren’t troubled when they went in the hospital, they surely are when they come out. They have a traumatic memory of everything that happened to them and the injustice of it for the rest of their lives. While Targets are in the hospital, their home and car are searched, weapons removed and never given back such as in one case, an heirloom from a veteran father from WWII. Sometimes Targets don’t come out of the hospital at all. Their organs are harvested. There is no known way out of this program. Do you see why the government has to cover up their crimes by discrediting the victims? They can’t let anyone know they are committing such vile acts against innocent American citizens and controlling everyone in the medical industry. Hospitals, doctors and nurses are threatened with losing their licenses if they do not cooperate. What does the government do to cover up its wicked acts? They threaten people and lie. People obey because they are an authority.

Authorities control the media narrative. When you look up the term “Targeted Individuals” on the internet, every description is negative,[18] The government has controlled the media to produce the effect they want. They want everyone to think that Targeted Individuals are schizophrenic or have mass psychosis. Why? They want everyone to think that what Targets claim is happening to them is fabricated, a result of mental illness. The government wants to keep operating in secret and without criticism.

Google says: “A ‘Targeted Individual’ (TI) is a person who believes they are being systematically stalked, harassed, or monitored by organized groups, often referred to as "gang stalking". These individuals frequently report 24/7 surveillance, electronic harassment, and technologies like directed energy weapons, though such experiences are often considered by experts to be delusional disorders or psychosis.”

This is typically referred to as "gang stalking" (or "group stalking"), electronic harassment, or psychotronic torture. People who identify as targeted individuals commonly report experiencing organized stalking, being followed, watched, or harassed by large numbers of people (strangers, neighbors, coworkers, or even family/friends) who coordinate to interfere with their daily life. This can include "street theater" (staged events), vehicular tailing, or subtle sabotage like vandalism or noise campaigns; being targeted with invisible weapons such as microwaves, directed energy, voice-to-skull (V2K) technology (hearing voices beamed into the head), mind control, or implants that cause physical sensations (burning, vibrations, headaches) or manipulate thoughts and sleep; and constant monitoring (cameras, hacking of devices, GPS tracking) aimed at destroying their reputation, career, relationships, and mental health. Many describe it as psychological torture designed to drive them to isolation, breakdown, or suicide.

The alleged perpetrators ("perps") are often described as a shadowy network involving government agencies (CIA, NSA, etc.), law enforcement, corporations, or even community members recruited into the effort. Reasons for targeting vary widely in their accounts—whistleblowing, personal grudges, random selection for experiments, or being part of a larger control systems. Some victims say they can't identify a single clear motive or perpetrator, some do know who is victimizing them.

From the TI community's perspective: This is viewed as a real, widespread phenomenon affecting thousands (some estimates by media put self-identified TIs at over 10,000 in the U.S. alone). They often cite declassified programs like MKUltra (a real historical CIA mind-control experiment) or patents for related technology as evidence that such capabilities exist or could be misused. Online forums, videos, and support groups allow TIs to share experiences and feel less alone.

Mainstream/psychological perspective: Mental health experts and researchers generally classify the core "gang stalking" narrative as a persecutory delusion or a form of shared paranoid belief. It resembles other delusions where internal experiences (e.g., hearing voices, paranoia, or heightened sensitivity to coincidence) are attributed to external organized forces rather than mental health conditions like schizophrenia, delusional disorder, or psychosis. The internet has helped spread and reinforce these beliefs through echo chambers, turning individual symptoms into a collective phenomenon. Studies show that while believers often function normally in other areas of life, the explanations involve highly improbable coordination on a massive scale.

Real-world stalking, mobbing/bullying by groups, or actual surveillance (e.g., by governments on dissidents, or "transnational repression" by foreign regimes) does occur and can be traumatic. However, the elaborate, high-tech, nationwide "gang stalking" described by most TIs lacks verifiable evidence and is widely regarded as a conspiracy theory or delusional system.”- GROK

Other platforms are just as brutal. The government has succeeded in suppressing all information about the ULTRA program, although there are thousands of people who know about it or are involved in it and who are paid participants. This is grossly unfair to the victims of real abuse. Organized stalking, home invasion, gaslighting, phone stalking, implantation, V2K and directed energy weapons are all real. Authorities are covering them up. There are stalking videos on YouTube @TargetedHumans.

What are the psychological effects of someone in authority telling you your rape experience is not real? You imagined it. You are delusional. Targeted Individuals are being raped every day and being told it is their imagination. Being told that a rape experience was not real, or having it dismissed, minimized, or denied by others, is a form of secondary victimization often referred to as sexual gaslighting.[19] This invalidation can be as damaging as the initial assault, causing the survivor to question their own reality, memory, and perceptions. The psychological effects are often profound and long-lasting, frequently leading to internalized doubt and confusion. Being disbelieved can cause a secondary wounding effect (intended), leading to PTSD symptoms that are often more intense than the trauma itself.[20] Targets may feel worthless, lonely, and hopeless, which can escalate into suicidal thoughts or behaviors. So you see, if a Targeted Individual were to develop mental problems, it is this ULTRA program that causes them.

There are MRI’s and radiographs to prove implants. This radiograph is of a TI who went in the hospital with an emergency work injury and came out with an entire cochlear implant[21] which was not needed or approved. He was also injected many times in the chest and back with some kind of fungus. It took 8 months of drip antibiotics to save his life from just the fungus. The hospitals and doctors are InfraGard partners and do whatever they are told to do by the FBI and InfraGard. Targets cannot get correct medical care. They are treated like criminals, laughed at and abused by doctors and nurses.

This is another instance where a TI went into the hospital and came out with implants, this time in the throat.[22] You can see the slit they made to put this in. She neither needed, asked, nor consented to have this implant. Sometimes implantations are performed in an ambulance, a motel and sometimes in a person’s own bed after they are put to sleep by the perpetrators. All this is arranged, organized and performed with the authority of the FBI and InfraGard. This is either a university study or a clinical trial. One Target has an implant in the throat, which is remotely controlled to make growling sounds when the TI is trying to go to sleep or make growling sounds in the morning to wake the TI up. How does a remote handler know the TI is going to sleep or waking up? They remotely monitor their brain waves while the TI for feedback. In instances where they cause pain, the feedback can tell them just how much pain they are causing. The technology being used is being misused.

On April 26, 2026, while the House was debating the extension of FISA 702, Senator Thomas Massie was doing some digging into what the Security Intelligence Committee knew about the abuses of the FISC. He was interviewed and videoed making a statement of just how secret this program is and the reason for such secrecy. Rep. Thomas Massie says the FBI and Intelligence Agencies operate using their own secret laws that Americans aren’t allowed to know about. The FBI is using interpretations of the law that are so secret that no one is allowed to even talk about them. This is being used as a secret loophole for spying on Americans under the FISA Act. The FBI’s interpretation of FISA is classified (red/white “Top Secret” cover). Even members of Congress cannot publicly describe how the law is being interpreted. They are also using secret interpretations to hide what they are doing. A 106-page classified FISC opinion reveals another interpretation of the law that allegedly allows the FBI to under-report abuses of the FISA program.

Rep. Massie says this is against the Constitution. There is no constitutional basis exists for secret laws or secret interpretations of public statutes. If the House voted on secret laws they don’t know about, then the vote should have no valid effect. The House passed a measure to extend FISA 702 for three more years.[23] It is invalid because they have not seen or heard the secret laws noted above by which the FISC operates. The security agencies have their own interpretation of torture. If the Senate passes the same legislation, that means they have three more years to select persons for torture and killing in the ULTRA program. A bill passed the House and Senate on April 30, 2026, extending the entire FISA 702 as is for 45 days. They have until Sunday, June 14, 2026. All Americans need to help stop the passage.

If the FISA 702 bill passes as is, they have three more years to tell the people they are torturing that they are imagining their torture because they are schizophrenic or have mass hysteria because they commiserate over the internet.[24] This diagnosis couldn’t be further from the truth. The DOJ, FBI, InfraGard and FISC secret records will show the truth. NO COURT SHOULD BE PRIVATE! THE LAWS ARE NOT PRIVATE! EVERY CITIZEN HAS A RIGHT TO A TRIAL![25] And Yes, I’m Shouting! Every cruel and unusual thing Targets say they are suffering, they ARE suffering. The Eighth Amendment says: "Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted".[26] The amendment limits the government's power to punish, ensuring penalties are not inhumanely excessive or abusive (like remotely controlled directed energy weapons). Secret courts like the FISC operate under specific statutes like the Foreign Intelligence Surveillance Act of 1978 (FISA), but they are criticized for violating the U.S. Constitution's Fourth Amendment (search and seizure) and the Article III requirement for open "cases or controversies".[27] The FISC issue rulings on surveillance, act ex parte (without an opposing party).[28]

Three years from now, the goals of Agenda 2030 may have been reached and all Targeted Individuals might be completely disassociated from society, have all their worldly possessions taken away, be in concentration camps or they may all be killed by then. That may be the reason for the three years instead of the 18 month extensions in the past. When the author of this letter was at the grocery store, the checker stopped and said she saw a screen pop up when the credit card was put in the payment terminal. The screen said, “Do Not Serve.” Could it be that the plan is to not allow Targets to even shop for food? They are being forced out of society. Targets are the new Jews! They are being exterminated.

In recent years, the federal government has provided funds which were dispersed throughout the states to “build back better,” according to Agenda 30 which is really behind all this Nazi-like activity. Cities have built or rebuilt infrastructure and installed the Medical Device Radiocom-munications equipment[29] in stores and public buildings with electronics to strike Targets with microwave while shopping or visiting people at the hospital or in any other public building.[30] MedRadio is used in hospitals to monitor patients, but the security officer at Halifax Health Medical Center of Daytona Beach was seen at the nurses’ station turning the microwave system on and subsequently, the TI visitor was struck in several implants in arms and back with pain so bad they had to leave the hospital, even though their loved one was still in surgery. Striking Targets with microwave is to let Targets know they are not welcome in society. They are dehumanized (like the Jews)[31] by using them as lab rats to perform clinical trials of the Wireless Body Area Network and cochlear implants and heart pumps they don’t need.[32] Do you see how people have been convinced by the FBI/InfraGard’s persuasive arguments that Targets are to be treated badly wherever they go? It’s called microaggression, a term used for verbal, behavioral or environmental slight that communicates hostile, derogatory, or negative attitudes toward members of marginalized groups.

Many implants are connected to a university study paid for by the government. Which are the universities taking part in this illegal activity?[33] This is done covertly by putting the Target to sleep, operating on them without consent, and when they awake, they don’t remember anything at all. Targets are depleted of nutrients with microwave while they are sleeping (cells leak minerals and vitamins which the body is microwaved) and develop conditions that mimic real diseases like kidney, liver or pancreatic diseases such as diabetes, chronic kidney disease and fatty liver disease in perfectly healthy TI’s. A person to whom they have given diabetes will get an experimental diabetic treatment. One Targeted Individual who was microwaved and depleted of potassium and magnesium, passed out at work and subsequently became diabetic. She was also sprayed with a car bra[34] three times while sleeping (stalker sprayed chemical in the dryer vent), almost died and had to abandon her home. When Targets are no longer useful, or if they cause too much trouble exposing these crimes, they are outright assassinated like: Helena Csorba, large land owner and bridge engineer, Kim Straub, nurse with special knowledge, Susan Watkins, a paralegal with a law suit, Sigrid Bailey, activist semi-conductor engineer, Dave Vetch electrical engineer with microwave knowledge and many more. Official causes of death are suspicious under circumstances like being hung in their closet, shot to death in their own bed or burned with directed energy weapons in their own easy chair, after writing a promise and intent to never kill themselves.

Who are these people who can kill innocents in cold blood? Stanley Milgram, PhD, who was an assistant professor at Yale in 1961, conducted experiments in which subjects, thinking they were testing the effects of punishment on learning, administered what they believed were increasingly powerful electric shocks to another person in a separate room. An authority figure conducting the experiment prodded the person, who was assigned the role of "teacher," to continue shocking the other person, the "learner." Milgram found that, after hearing the learner's first cries of pain at 150 volts, 82.5% of participants continued administering shocks; of those, 79% continued to the shock generator's peak of 450 volts.[35]

Social psychologist Jerry M. Burger, PhD, replicated this experiment in 2006 and found that people are still just as willing to administer what they believe are painful electric shocks to others when urged on by an authority figure. "People learning about Milgram's work often wonder whether results would be any different today," Burger says. "Many point to the lessons of the Holocaust and argue that there is greater societal awareness of the dangers of blind obedience. But what I found is the same situational factors that affected obedience in Milgram's experiments still operate today.”[36]

I have found that people are willing to do anything to another person for a $50 gift card. Stalkers are paid from money allotted to the COPS program.[37] The monsters hurting TIs are paid, trained and given the most up-to-date weapons to remotely destroy their Targets by government agencies.

1] It is believed this program is called ULTRA, perhaps a descendant of MKUltra. The author is not absolutely sure if this is what the government calls this similar program. Maybe MKULTRA was never ended, it just went “underground.” By whatever name, the program remains the same – in violation of the Constitutional right to be secure in your person, to privacy and the right to the pursuit of happiness. You cannot do any of these things if you are covertly implanted, raped, stalked and killed.
