RE: The FISA Court processes Targeted Humans and approves Implantation, Stalking and Torture in the DOJ, FBI and InfraGard’s Unique System of
Organized Gangstalking

The FBI is using the FISA Act to put people in a torture program. There is a new kind of stalking called gangstalking where stalkers are trained by the DOJ, FBI and InfraGard partners using the Community Oriented Policing (“COPS”)[1] money and program to use their phones to connect Targeted people (whom they have previously covertly implanted with the Wireless Body Area Network, Brain-Computer Interfaces or other torture devices) to the internet so they can be struck with microwave energy wherever they are. This is happening in every state and in the 80,000 InfraGard partner businesses across this nation. The FBI is destroying people’s lives the way Hitler destroyed the Jews with similar programs.

In public, usually only the stalker and the Target are aware that the activity is stalking, otherwise, it might look completely normal, whereas for the Target, their implants are stimulated and they are vibrated, burned, shocked, or they get a horrible pain where their implants are to tell them they are not welcome in society. They can’t go to the theater, they can’t buy groceries and they can’t eat out for dinner or whatever they are doing that normal people do. The electronics are embedded in the infrastructure of the businesses and stores of companies who are participating. The stores have medical communication equipment embedded in the infrastructure and can strike Targets with microwave at any time. Targeted Individuals are not self-identified. The FISA Court defines them.

Targeted Humans, Inc. is a Florida non-profit organized to support the victims of a government program operating through the DOJ, the FBI and InfraGard using the Citizens Oriented Policing (“COPS”) to implant and stalk Americans who have been processed through the illegal FISA Court and adjudicated as “homeland terrorists,” when the court was initially, as the name clearly states, for processing, “foreign” persons. [2] The court was established to oversee government surveillance requests, ensuring they target foreign threats rather than engaging in unwarranted domestic spying. 11 federal district court judges appointed by the Chief Justice of the U.S. Supreme Court sit on a rotating basis in Washington, D.C. The government (the FBI in the case of InfraGard) files applications to conduct surveillance in secret, justifying that the Target is an agent of a foreign power. IN THE CASE OF INFRAGARD, THEIR TARGETS ARE NOT FOREIGN. I was born in America. I am a Target. I AM A WHISTLEBLOWER OF POLICE CRIME. 100 % of Targets are approved by FISA.

The Americans being processed in this court are not accused of anything, are not notified that they are being presented to a court for life changing adjudication, are not given a chance to defend themselves and are declared TERRORISTS by a judge who hears no testimony or defense. The FISA Court puts these Americans in a program which needs no search warrant to physically or electronically surveil them or enter their homes or vehicles, implant them with BCI’s and the WBAN to be operated by smart phones, tortured and killed.

The protections intended to prevent the government from subjecting American citizens to warrantless surveillance, stalking, harassment or implantation are primarily found in the Constitution, and reinforced by federal legislation such as the FISA Act itself. The Fourth Amendment states that it is the right of the people to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures shall not be violated, and no warrants shall issue but upon probable cause. The Fifth Amendment states that no person shall be "deprived of life, liberty, or property, without due process of law." Citizens cannot be adjudicated "terrorists" or targeted by a program without being notified and allowed to defend themselves, yet this is being done to every Targeted person, as every one of them is passed through the FISA court. Secret, one-sided proceedings violate the constitutional requirement of Article III.

The FISA Act of 1978 was intended to prevent surveillance without a warrant by requiring federal agents to submit applications to an FISC judge to prove that the target is a "foreign power" or "agent of a foreign power," and that the target is not a U.S. person. Instead, the FISA judges are putting Americans in a heinous program which reduces them to animals on the street like Hitler did to the Jews. They are implanted with brain-computer interfaces, implanted with V2K devices and radios and the wireless body area network (“WBAN”). Their houses are overrun by stalkers who steal keys, ID’s and electronics. Stalkers trained and paid by the US government, spray homes with poisons, poison food, kill pets, sexually violate men and women, electronically remotely stimulate implants to burn, shock, vibrate, torture and kill Targets. Jobs are sabotaged, homes are lost and Targets flee for their lives. Some people get Havana Syndrome. This is a real black ops SECRET program operated under the DOJ, the FBI, Homeland Security, the fusion centers, InfraGard and COPS. They are doing this to AMERICANS!!!!!

Reports from groups like the ACLU and rulings from the FISC have noted that the FBI has misused FISA Section 702 (intended for foreigners) to query data on thousands of Americans, including protesters, whistleblowers and people who visited FBI offices, without proper legal justification. Its much worse than that! The FBI has suckered a lot of people to help them torture Targets. The 4th Amendment is supposed to protect Targets against such activity. There is no resemblance between what the DOJ and the FBI are doing in practice and what constitutional rights really are. Targets are labeled “terrorists” and put on a kill list. They remove every right a Target thought they had and put them on a path of torture until death. Deaths are labeled suicides (hanging in your own closet is not suicide). Targets are put in hospitals and they have organs harvested.

Targeted Individuals are processed through the FISA Court and put into an ULTRA secret program where they are disenfranchised like the Jews were by Hitler. They are used for clinical trials and medical experimentation for testing new technologies or implanted to cause pain for torture. This has been brought to the attention of the Senate before but you ignore our pain. You know and are collaborators just as guilty as the miserable souls who have no conscience and violate us in every way possible.

You don’t want to call a person a stalker without just cause so you observe and calculate. There is plausible deniability built in to all black ops techniques, so one could argue a stalker was doing something for the business, but, if a stalker orients themselves and their phones towards a Target (360o choice) and Target’s implants come on, you can say the person is a stalker. The program may be called ULTRA but we don’t know that absolutely. Not all stalkers use phones, sometimes their posture, or their costume and placing themselves in a prominent position in the Target’s field of view is enough to say “we know where you are and we are watching you.” TI’s are attacked at every outing even to the 7-Eleven. InfraGard partners use their employees for stalking.

You may have never heard of gangstalking before, or you may not know it is part of the InfraGard partners’ protocol. People are trained to stalk and are paid for their services. This kind of phone stalking is accomplished by a centralized “Handler” with the FBI, InfraGard or COPS calling the manager or the employee trained in the program to let them know that there is a Target in the store. The Handler knows where the Target is at all times. They send the Stalker a picture, codes or numbers to put in their phone that connect Targets who are covertly implanted with a wireless body area network (“WBAN”) which has a MAC address just like a phone or a computer.3 The phone connects the implants and tracking devices to the internet so they can be used remotely for tracking, surveillance, and microwave strikes, stimulating implants to cause pain, torture and death.4

If you have been visited by InfraGard and listened to their spiel about there being homeland terrorists amongst us and they need to be tracked and the FBI needs you, you have been misled. The DOJ uses the FBI and InfraGard to run this program and coordinate with Homeland Security, fusion centers and law enforcement. People are impressed by a visit from the FBI and their manipulative speeches are designed to persuade, seduce, entice or influence people. Often subtly or deceptively, they convince businesses that the FBI needs their help. It is very convincing and people want to do good things for their country, right? However, they take advantage of the goodness of people. They lure people in with lies. They lie about Targets being terrorists. The people they are lying about are whistleblowers or people who have witnessed government crime. I myself witnessed police operating a drug operation, making and selling drugs. They used ambulances, fire trucks and police cars picking up and selling drugs and directing drug traffic. They had a tow truck and car haulers pick up cars all night long, every night with a police escort. Then I was put in the ULTRA program and had my life dismantled, I lost my job, my home and then they went after my family and did the same thing to them. They knew nothing and I had never shared what I had seen with my family. I was sprayed with poison while I slept three times and had to leave my paid-for home of 20 years. I traveled for 5 years and saw the same operations and vehicle theft operations all over the country. I sat in my vehicle in the dark and watched as fancy vehicles were loaded onto car haulers in parking lots or along the highway. In every motel I stayed in, I was vibrated and sprayed with poison. Then I was implanted, microwaved, harassed, stalked and tortured. Having 80,000 businesses in the US under the control of the corrupt FBI is just readying the country to be taken over by socialists in a global Nazi government. InfraGard is a corrupt, murderous socialist program.[3]

This ULTRA mind-control stalking program was authorized by President George W. Bush in Homeland Security Presidential Directive/Hspd-6, Subject: Integration and Use of Screening Information. Congress also approved the Patriot Act which took away American’s rights after 9-11 which has been proven to be a planned government event using Directed Energy Weapons. 9-11 was the catalyst to start a war against the citizens of America which was planned and carried out by the Neocons.6

The people being attacked in this manner are artists, teachers, doctors, lawyers, veterans, truck drivers, paralegals, business owners, it can be just anyone. They are whistleblowers, not terrorists, they are educated, not mentally ill. They have opinions and that’s supposed to be protected by the Constitution. The Constitution was compromised after 9-11, the advent of the New World Order, under the UN and the World Economic Forum (“WEF” under German Professor Klaus Schwab, the founder and Executive Chairman). The people who are being burned and killed with directed energy weapons are independent thinkers that lived in America when it was free. Many women being raped have rejected sexual advances by sheriffs, politicians and other authorities. See the TI stories on our website.[4] The FBI presents the Target to the FISA court for secret adjudication and the woman is raped by multiple agents and put in a trafficking cult. People are also electronically raped.

America has been taken over slowly, like a frog in pot, by the ideals of the Neocons, the WEF and the UN (creators of Agenda 21, 30 and 50). They have invented a Nazi-like top-secret, black ops program they present as being patriotic when it is really a program of enslaving people. This is a national human trafficking torture, asset stripping program. It is designed to disenfranchise people like Hitler did the Jews. Targets lose the freedom to move about freely. Targeted individuals have to be denied the existence of their slavery in order to keep it covered up.

They are said to have a persecutory delusional disorder.

When TI’s are in restaurants, they are poisoned by servers (tetrahydrozaline poisoning), when they are out for a walk, they are struck with microwaves, while they are shopping they are made to empty their bowels. When they are in grocery stores, their implants are struck to make them fall down or create pain in their arms, shoulders, head and feet - anywhere they have implants. That is what all the talk about infrastructure is about. The MIMO electronics, transmitters, beam formers and microwave energy devices which strike Targets with microwave are in the ceilings, walls and doorways of grocery stores like Publix, Winn-Dixie, Dollar General,

hospitals, jails, post offices, universities and other public buildings. InfraGard sends out stalkers (also corrupt police) recruited through COPS who follow Targets and connect their illegal implants to the internet with their phones and they are struck with directed energy. This is the infrastructure the FBI is working to protect. This is the infrastructure being put in smart cities like the ones planned on Maui, Hawaii. They also place the electronics in the Target’s home so they can be microwaved all the time.

This is exactly what the Nazi’s did to the Jews, except they didn’t have smartphones, the WBAN or directed energy weapons, V2K or energy weapons that cause Havana Syndrome. Removing people from society because they are

Jews or JW’s, mentally challenged, or something else is pure Nazism. Nazi propaganda told lies about the Jews to turn society against them, disenfranchise them and dehumanize them so they could be sent to mental institutions to be killed or to the camps to be worked to death. The US government is using the psychiatric arrest on every Targeted person who has been through the FISA Court to discount their testimony.[5]

The government is using InfraGard to perform stalking, microwaving, harassment and torturing right now. Lies are being told about TI’s. For example: A sheriff’s sexual advances are rejected and he turns the woman in to the FBI with paperwork saying she’s a terrorist. Her file is processed through the illegal FISA Court where she is declared a Terrorist and put in the ULTRA program to be sex trafficked against her will. Lies originating with the government to cover up this hideous program are being repeated by AI platforms and Wikipedia to keep the activities secret and continuing the operations.

If these Targeted people had committed crimes, they could be adjudicated, but it’s just more practical to use them for medical experiments like the Nazi’s.[6] Double jeopardy is when people are punished twice for the same thing. Targets are punished under the Target program and the law. Only there isn’t even one thing they are accused of. Targeted persons are on the Targeted kill lists in the Unauthorized Special Access Programs because someone in law enforcement just doesn’t like them or they won’t have sex with a police officer and there is no way out. Some are elderly people that don’t do anything for society anymore because they are not able. They become Targets for no other reason than the state wants their property and their considerable amounts of money they have saved all their lives. They are arrested for a mental health exam, put in the hospital, operated on and end up dead (organs harvested). This is being done all over Florida with the help of corrupt law enforcement and corrupt judges.

There are several support groups for TI’s. One is Targeted Justice who has an attorney and has filed several lawsuits,[7] but the government propaganda is at work too strongly against the Targeted community at this time to make any legal progress. Wiki and AI platforms discount our testimony by calling us delusional or mentally ill. Gangstalking is being done by the government and they call us delusional. There is no more mental illness amongst the Targets chosen by the FISA court than the everyday population, but Targets are vilified as schizophrenic because someone has put two-way radios in their ears. TI’s are implanted so that the result looks like a real disease and they are wrongly diagnosed.

In “normal” stalking, stalkers are usually someone the target knows. In the case of the FBI stalking, the Stalker is almost always different each time unless it’s a neighbor stalking over and over. Targets are followed wherever in the world they go and are stalked and electronically controlled in other countries. Their implants can be seen when they go through airports. If Targets complain to police they are hit with microwave or are arrested for a 72 hour mental health exam. Police refuse to make reports. They refuse to investigate. They refuse to collect evidence. This is a whole new type of government crime no one has ever experienced before in the history of the world and legislators and the president approved it!

Please open up the activities of the FISA court for all Americans like the Constitution demands. No secret one-judge trials. No placing people on kill lists. No adjudication without notice and representation. No implanting people in their sleep. No microwaving people while they shop or eat out. No controlling doctors and nurses. No placing magnetrons and microwaves in people’s homes. Why do Targets have no rights in this country? We can’t get a doctor, we can’t get a lawyer, we can’t have a home or a job. WHY? The Nazi’s are here again. You’ve heard the phrase, “Never again.” Yes, it’s happening again to Targets in America.

It shows you that the government has slowly and quietly changed to Nazi-Socialist-Communist-Marxist-Globalist Dictators and is being run by criminals. It has exemplified this by sticking its foot in the door of 80,000 businesses, medical related facilities and churches, so that when the time is right, a new socialist government will turn all private property to government property perhaps under the UN and the WEF. That’s the Agenda 21, 30, 50 plan. The businesses will have no way out. At that point the frog in the pot will be boiling. “You will own nothing and you will be happy,” which is a phrase from a 2016 World Economic Forum (WEF) prediction by Danish politician Ida Auken regarding a, "sharing economy" future by 2030, where goods are services, not possessions. It has become a slogan for trends in reduced personal ownership, often criticized as a, "new financial world order" where elites own everything.

With InfraGard, the government has already got quite a number of businesses and individuals to accept torturing people with infrastructure electronics and using their employees as gangstalkers. It is very surprising how many people are willing to be Nazis and torture people, stalk them, take over their homes and rape men and women. People will do anything for money. You see why this activity is called “GANGstalking,” because so many are involved in each event. It’s not the “normal” stalking of one person following and harassing another person. It is a criminal organization under the guise of lawful proceedings taking away civil rights of people placed in the ULTRA secret government torture/kill plan.

This is a plea to shut down the secret proceedings of the FISA Court, InfraGard, the FBI and DOJ because they are lying to legislators about what the program is and what it does. It makes businesses collaborators in the torture of men, women, children and even babies just like Germans who collaborated with Hitler. It is very effective to put whistleblowers in mental hospitals and drug and kill them. All over the world, it is known that governments use the label “crazy” to describe real suffering under torture. It happened to Dr. Gerhardt Munzert who exposed the use of microwave weapons on citizens.[8] He was put in a mental institution to shut him up. However, businesses who are using directed energy on their customers so they can’t buy food or go out to eat or who use gangstalkers that use phones to connect implants to the internet cloud so their victims can be struck with microwave while eating or shopping, may not know the extent of what they are doing. They have been lied to by the master deceivers, the FBI.

Businesses may have been fed (propaganda) about the Targeted Individuals such as: “they don’t deserve to live,” “they are pedophiles,” “they kill and eat babies” –all lies but you believe it because the government says it is true, just like Hitler did. It seems okay in America to microwave people, torture them, implant them and violate their privacy by surveilling them 24 hours a day with electronics embedded in their cars, homes and bodies. It seems okay to use them for clinical trials, medical experimentation or just KILL THEM. Many innocent TI’s have already been killed.[9] We have some on our obituary page on our website, but that is only a small fraction of the people being suicided, having“accidents” or dying of heart attacks at too young an age, murdered in their beds, or hung in their own closets. Susan Watkins of Missouri was found hung in her closet after notifying friends she was in danger.

The government has technology so a person can be watched every second remotely. PLEASE STOP THIS program because implanting, surveilling every activity (they even watch you have sex, bathe and eliminate), gangstalking, phone stalking, poisoning, torturing and killing persons Targeted by the FISA court are crimes. The evidence shows that people are telling the truth. They ARE being hit with microwave and they ARE being gangstalked. Does the picture below look like a delusion?

Please consider this matter seriously. Targets also receive secret surgeries while they are asleep in their own beds and the wounds are left open. The lady’s arm you see in the picture at left was jaggedly cut open while they put her to sleep. She lives in Kentucky. She has scars on her legs where they have cut her open and she doesn’t remember when it happened or for what reason. They gave her a parasitic infection, they continually kill her pets and animals she cares for like her own children, and they are mining her property without authorization. Another Target was put to sleep and was cut open from the vagina to her belly button and the wound was left open for her to discover when she woke up. They sprayed chemicals on her while she slept in her apartment and stole all her jewelry and clothing.

She is a blind woman but had been living well on her own. They put her in an institution with no rights at all and took her computer away.

This is a worldwide program, not just in the US.[10] Targets all over the US are being poisoned, attacked with the genetic entomological bioweapon Morgellons and microwave. This is happening in countries who agreed to Agenda 21. These programs are called voluntary, but people are strategically “diplomatically” pressured to join. By 2030 each human may be implanted with hundreds of electronic devices and monitored 24/7 by the government, even your children and grandchildren.[11] This has to stop to save our children and all humankind.

God will be coming to punish the wicked so we have no thoughts of violence or revenge, just educating people with the truth. Those Targets who chose violence were manipulated by remote neural control technology. We are contacting InfraGard partners to give them the other side of the false stories told to them by the FBI. Targets are not mentally ill nor deserving of torture.

Our website has been taken down twice and we had our domain stolen as well, so the US government doesn’t like us telling the truth. We hope you will let us testify as to the harm the FISA court is doing. All our FOIAs are rejected from government entities. Lawsuits do no good when the government pays off the judges. There is no proof coming to light until these agencies are stripped of their power. The USA owes all the people who are suffering in this program a whole

lot of money. Many are dead. Many are incapacitated or in hospitals. Many are on the street with no home. All are scarred for life. Our lives are cut short. What we have lost can’t be returned.

We ask with great urgency that the FISA Act perish, the FISA Court be shut down and an investigation take place to expose the illegal adjudication of Americans and that the DOJ, FBI and InfraGard and COPS stop targeting innocent people. We are not terrorists. We are not baby rapers. We are honest people living quietly, raising families, going to church, educating our children and trying to serve our communities, yet, WE HAVE NO RIGHTS! Please restore the rights the Constitution gives us.

EVERY TARGETED INDIVIDUAL HAS PASSED THROUGH THE FISA COURT! We beg

that an investigation take place into the illegal acts taking place in the FISA Court. The FISA Act and every act passed after and as a result of 9-11, which removed people’s civil rights needs to be repealed in their entirety. There is absolutely no government accountability for secret programs destroying the good people of America. We sincerely implore you to explore the Targeted community and learn just what suffering is going on with Morgellons (government-designed hell), Havana Syndrome, gangstalking and electronic torture.
