The Targeted Individual shown above was outside in her garden and she looked at her picture in her tablet and she saw these rays and the halo around her head. At the time, she thought it was something special like God's spirit, so she took a picture of herself smiling. She realized later that she had been burned in the middle of her back. She would not show us what the burn turned into, she said it spread over her entire back. A radiation burn "blooms", it keeps on heating the flesh and burning beyond the initial burn. The best thing you can do is stop further "blooming" is by putting an ice pack over it. It will make all the difference as to how large or painful the injury becomes. The most vulnerable area of the head:
The temple is where the frontal, parietal, temporal, and sphenoid bones meet, creating a weak point in the skull.
The middle meningeal artery, which supplies blood to the brain, lies directly under this thin bone. A strong blow can fracture the bone and rupture the artery, leading to blood collecting between the skull and brain (epidural hematoma), causing severe pressure and potential brain damage or death. Other vulnerable areas include the pterion, a thin spot just behind the temple, and the jaw, which can transmit force to the brainstem.

This program is named ULTRA, related to the MKULTRA program authorized by President George W. Bush in Homeland Security Presidential Directive/Hspd-6, Subject: Integration and Use of Screening Information
To protect against terrorism it is the policy of the United States to (1) develop, integrate, and maintain thorough, accurate, and current information about individuals known or appropriately suspected to be or have been engaged in conduct constituting, in preparation for, in aid of, or related to terrorism (Terrorist Information); and (2) use that information as appropriate and to the full extent permitted by law to support (a) Federal, State, local, territorial, tribal, foreign-government, and private-sector screening processes, and (b) diplomatic, military, intelligence, law enforcement, immigration, visa, and protective processes.
This directive shall be implemented in a manner consistent with the provisions of the Constitution and applicable laws, including those protecting the rights of all Americans.
To further strengthen the ability of the United States Government to protect the people, property, and territory of the United States against acts of terrorism, and to the full extent permitted by law and consistent with the policy set forth above:
(1) The Attorney General shall establish an organization to consolidate the Government's approach to terrorism screening and provide for the appropriate and lawful use of Terrorist Information in screening processes.
(2) The heads of executive departments and agencies shall, to the extent permitted by law, provide to the Terrorist Threat Integration Center (TTIC) on an ongoing basis all appropriate Terrorist Information in their possession, custody, or control. The Attorney General, in coordination with the Secretary of State, the Secretary of Homeland Security, and the Director of Central Intelligence shall implement appropriate procedures and safeguards with respect to all such information about United States persons. The TTIC will provide the organization referenced in paragraph (1) with access to all appropriate information or intelligence in the TTIC's custody, possession, or control that the organization requires to perform its functions.
(3) The heads of executive departments and agencies shall conduct screening using such information at all appropriate opportunities, and shall report to the Attorney General not later than 90 days from the date of this directive, as to the opportunities at which such screening shall and shall not be conducted.
(4) The Secretary of Homeland Security shall develop guidelines to govern the use of such information to support State, local, territorial, and tribal screening processes, and private sector screening processes that have a substantial bearing on homeland security.
(5) The Secretary of State shall develop a proposal for my approval for enhancing cooperation with certain foreign governments, beginning with those countries for which the United States has waived visa requirements, to establish appropriate access to terrorism screening information of the participating governments.
This directive does not alter existing authorities or responsibilities of department and agency heads to carry out operational activities or provide or receive information. This directive is intended only to improve the internal management of the executive branch and is not intended to, and does not, create any right or benefit enforceable at law or in equity by any party against the United States, its departments, agencies, entities, officers, employees or agents, or any other person.
The Attorney General, in consultation with the Secretary of State, the Secretary of Homeland Security, and the Director of Central Intelligence, shall report to me through the Assistant to the President for Homeland Security not later than October 31, 2003, on progress made to implement this directive and shall thereafter report to me on such progress or any recommended changes from time to time as appropriate.

Although the prevalent view of emotion and decision making is derived from the notion that there are dual systems of emotion and reason, a modulatory relationship more accurately reflects the current research in affective neuroscience and neuroeconomics. Studies show two potential mechanisms for affect's modulation of the computation of subjective value and decisions. Incidental affective states may carry over to the assessment of subjective value and the decision, and emotional reactions to the choice may be incorporated into the value calculation. In addition, this modulatory relationship is reciprocal: Changing emotion can change choices. This research suggests that the neural mechanisms mediating the relation between affect and choice vary depending on which affective component is engaged and which decision variables are assessed. The Zeus-HLONS (Zeus-High Mobility Multi-purpose Wheeled Vehicle), also known as HMMWV, Laser Ordnance Neutralization System, is a solid-state laser weapon which is used by the U.S. military in order to neutralize surface land mines and unexploded ordnance. The Zeus-HLONS system was a co-operative effort between SPARTA, Inc. and Naval EOD Technology Division to demonstrate that a moderate-power commercial solid state laser (SSL) and beam control system could be integrated onto a Humvee. It has been used to clear surface mines, improvised explosive devices (IEDs), or unexploded ordnance from supply routes and minefields. It has been used in Iraq by the U.S. military, in the first battlefield use of any laser weapon.
The Highway of Death
The Highway of Death is Highway 80 linking Kuwait and Basra, Iraq. During the 1991 Gulf War, on the night of 26-27 February 1991, the US Air Force and its allies conducted massive air raids on two roads destroying thousands of vehicles including cars and armored vehicles killing Iraqi soldiers and civilians, even civilians who were peacefully fleeing the slaughter had stopped at checkpoints. They were turned away and then fired on with the HMMWV's. This was the first time they were used in a war. There were groups of people sitting in cars killed with only their heads burned. That would have been caused by the beam of the HELON laser. Many turned up in local hospitals and the doctors could not imagine what kind of weapon had burned them. They had never seen any injuries like these. Deaths amounted to ~5,000-10,000+, nobody really knows.
A U.S. ground offensive by multinational coalition forces to liberate Kuwait began on February 24, 1991. Iraqi troops on the front lines were cut off from logistics by coalition air operations. On January 26, President Saddam Hussein announced the withdrawal of all Iraqi forces from the country of Kuwait. White House Secretary Marlin Fitzwater promised that the U.S. and its allies would not attack the Iraqi army in the withdrawal from Kuwait but they killed them all. In the Iraqi desert west of Kuwait, the U.S. 7th Corps advanced rapidly, then turned east and began to attack on the road toward Basra killing thousands.
There were three (3) HMMWV''s used in the Iraq war as weapons on Iraqi soldiers and civilians.
The existence of directed energy weapons is very advanced and capable of being used in war and on civilians. Many civilians met their death in this manner in Iraq. War on Citizens using Directed Energy
Directed Energy may have been used on 9-11 to destroy the World Trade Center. The buildings turned into dust as they fell. The amount of rubble left was not equal to the amount of material in the original buildings. This indicates that a DEW was used.
War was declared on the citizens of America on September 9-2001, when about 2,818-3,500 people were slaughtered at the World Trade Center. 9-11 was a planned event engineered by the government. It has been proven to be a black flag event that was needed by the globalists to usher in the War on Terror. There are arguments that the planes were holograms, not real planes. Real airplanes would not have passed into or through buildings of steel. There are arguments for a controlled demolition. There are arguments for the destruction of the buildings because they were contaminated with asbestos and someone collected on the insurance. Molten Steel Found
Molten puddles of steel were found in the debris but airplane fuel does not burn hot enough to melt steel. The heat had to have been caused by something else. There is evidence the towers were rigged for demolition and directed energy was used to disintegrate or dustify the buildings and vehicles in the vicinity.
